EXECUTIVE INFORMATION OFFICER - Network & Information Services
Classification: Administrator 260 day calendar
Reports to: Superintendent
FSLA Status: Exempt: Level A
POSITION OVERVIEW
The Executive Information Officer directs the services that shapes
the future of technological access for staff and students across
our three county region. This is a pinnacle role in our
multifaceted system of network and information technology services
not only for our twelve constituent districts, but a number of
districts throughout the state. This position plans, develops,
directs, monitors and maintains the overall operational and fiscal
resources of these systems of service in accordance with the ESDs
Strategic and Local Service Plans. The EIO guides and plans for
current and future needs to staff and administrators in charge of
securing the necessary technology required for educating the 21st
centuries PK-21 students. As a pivotal cabinet member, this role is
as equally as crucial to our agency, programs and staff who offer
critical services to our most needy students and families across
our region.
QUALIFICATIONS
1. Bachelor's Degree with preferred emphasis in information or
instructional technology, project management, computer science or
related field, required. Master's degree preferred.
2. At least 3-5 years of successful experience in the field in a
technical organization and demonstrating the ability to
promote/develop individual performance and professional growth in
staff.
3. Experience in all aspects of information technology planning,
development and implementation, including but not limited to
enterprise resource planning, systems architecture,
telecommunications, database administration, web and social media
development, and security/compliance issues.
4. Demonstrated success in providing vision and direction for the
design, analysis, implementation and management of agency
telecommunications, data, and network systems.
5. Prior experience dealing with governing boards of public
agencies, collaborating with users and other stakeholders, and
preparing/presenting reports to these groups in both oral and
written formats.
6. Experience in meeting deadlines within short and long-range
planning processes, project management and budgeting process for
technology investments in an organized manner.
7. Such alternatives to the above qualifications as the LBL Board
of Directors/Superintendent may find appropriate and
acceptable.
GENERAL INFORMATION
This position has the following expectations and prerequisite
abilities.
1. Maintain a high level of confidentiality in accordance with
HIPAA, FERPA and adherence to the competent and ethical educator
practices.
2. Maintain compliance with state and federal laws governing all
aspects of our agency including ORSs, OARs, IDEA, FOIA and
CIPA.
3. Promotion of equity and diversity in all settings and
understanding and commitment to anti-racist principles.
4. Ability to create a vision for technology services and lead an
organization through significant technological change within an
agency and a P-21 school system. Ability to write technical
reports, bid specifications, and other technical documents.
5. Demonstrated ability to monitor and manage complex and changing
budgetary needs.
6. Excellent written, verbal, and interpersonal communication
skills, including ability to explain technical concepts to
non-technical customers and employees.
7. Demonstrated experience of excellent interpersonal communication
and public relations skills.
8. Demonstrated experience of excellent leadership at the building,
district, regional and/or state level.
9. Demonstrates flexibility and a professional disposition in
working with co-workers, constituent district personnel, and the
public.
10. Demonstrates exceptional skills in building and maintaining a
positive culture, consensus building, and effective and efficient
team facilitation.
11. Present self and LBL in a professional manner including
maintaining professional dress standards.
12. Provide own transportation to numerous settings within a
flexible work schedule that may include evenings and occasional
overnight stays.
13. Ability to lift, carry or transport up to 40 pounds.
14. Ability to sit for extended periods of time in a vehicle or
work setting.
ESSENTIAL FUNCTIONS
This is not necessarily an exhaustive or all-inclusive list of

1. Provide regional leadership to support federal, state and local
initiatives.
2. Coordinate programs and services to support priorities of LBL
and local districts.
3. Provide support to the Superintendent and work collaboratively
as a member of the executive team to provide leadership for
efficient and effective services to component districts and other
agency/districts.
4. Participate in agency-wide decision-making activities and work
directly with cabinet to identify issues and practices that effect
the future of the agency.
5. Manage technology infrastructure and delivery of services to
support teaching and learning as well as business, administrative
and data services.
6. Collaborate with LBL programs, school districts, and other
organizations to interpret, synthesize and forecast changing needs.
Then evaluate, recommend, create and implement valued and efficient
services to meet those needs.
7. Develop and sustain a culture of continuous improvement related
to the integration of new technologies into the agency which can
increase productivity.
8. Develop, interpret and implement agency policies and procedures
as they relate to the program.
9. Assure program complies with Federal, State and local
regulations, including COPPA, CIPA and OCIPA procedures.
10. Assure and lead the ethical and prudent conduct and management
of the agency's technology and information security, including data
risk management, cybersecurity and a continuous improvement plan in
the areas of information, instruction and data.
11. Manage projects by developing cost models, ensuring
prerequisites, determining milestones, and managing milestone
attainment, on schedule and within budget.
12. Envision, create, market and implement entrepreneurial services
to increase revenue.
13. Represent the interests of the agency and user community when
negotiating vendor contracts.
14. Oversee the acquisition of equipment as appropriate and related
to the capital improvement plan while assuring that the systems
installed provide the agency with the best value and performance
throughout the life-cycle of the technology.
15. Maintain a currently trained staff who can respond to the
agency's information systems and communication needs with current
technology and systems design.
16. Supports the continuous delivery of information technology
services through the development of a disaster recovery and
business continuity plan that clearly assigns roles and
responsibilities that ensure the security and sustainability of LBL
ESD operations.
17. Utilize teleservice platform to provide services to educators,
students and district staff as directed.
Salary and Benefit Information
Salary and benefit information shown are based on full-time
employment (1.0 FTE) based on the current school year
Placement on the Linn Benton Lincoln ESD Administrative salary
schedule will be commensurate with applicant's qualifications,
relevant training, and experience
Linn Benton Lincoln ESD will provide an Insurance CAP to assist
with health, dental and vision insurance premiums

260 day Administrators also receive 22 vacation days
