but not required. Position OverviewThe Chief of External and
Government Relations will develop relationships with local and
state elected officials and other external stakeholders to advance
the mission of MetroPlusHealth and our NYC Health and Hospitals
affiliates. This position will advance MetroPlusHealth's mission
through analyzing and proposing legislation, meeting with elected
officials about MetroPlusHealth's priorities, and preparing
MetroPlusHealth leadership staff to participate in state, city, and
federal legislative hearings. In doing so, the Chief of External
and Government Relations will advocate on issues that affect the
ability of the MetroPlusHealth and its affiliates to carry out
their mission of providing public health insurance to low income
eligible and underserved populations and providing access to
quality healthcare services.Job DescriptionServe as
MetroPlusHealth'sprimary liaison to elected officials at the City
and State level, government agencies and policy
organizations.Develop and implement strategies for advancing
MetroPlusHealth's goals through local, state, and federal
legislation-both proactively and in response to inquiries.Identify
and capitalize on opportunities to shape legislation or regulations
to advance MetroPlusHealth's mission.Monitor federal, state and
local governments for legislative initiative affecting the
MetroPlusHealth's programs and services.Propose and develop
appropriate strategy for response to legislation to influence and
advance interest of MetroPlusHealth.Represent the agency's position
as a member of national and state industry and intergovernmental
groups, as requested by the Commissioner.Establish and build
communications and working relationships with members of Congress,
other officials, and advocates at the federal, state, local
levels.Conduct regular briefings for legislators and their staff on
issues of importance to the agency.Advise agency personnel on all
legislative matters governing the area of concern.Manage
relationships with advocacy groups; ensure that that advocacy,
community, and provider groups have clear, timely information about
MetroPlusHealth's work and intergovernmental/interagency efforts as
appropriate.Draft testimony and prepare with agency senior
leadership for hearings before city, state, and federal legislative
bodies.Correspond with elected officials on policy, program,and
constituent matters.Partner and develop a relationship with the
Mayor's Office of Legislative Affairs in order to advance M+
legislative agenda.Develop and provide support for communication
strategies to promote new initiatives with a positive
impact.Represent the corporation at public hearings, legislative
visits and briefings, and any forums convened to protect New York's
public health insurance programs from cuts that affect outreach,
enrollment, eligibility, and benefits.Provide policy guidance and
develop written materials on the corporation's position on
facilitated enrollment in order to share information and provide
feedback to policy makers.With input from Executive Staff, draft
and execute MetroPlusHealth's legislative initiatives and advocacy
strategies.Work with finance staff to develop financial and program
impact statements related to budget issues.Provide reports on
specific topics of concern and/or issues under consideration.Work
closely with H+H Intergovernmental staff to assure information and
strategy is coordinated.Measure and report effectiveness of
communication efforts.Assess pending legislation and provide
guidance on its implications for MetroPlusHealth.Perform special
assignments and other duties as needed.Minimum QualificationsA
Bachelor's Degree required (Master's Degree preferred) in Public
Policy or Public Administration.Minimum of 10 years of legislative,
policy and regulatory experience in a major governmental agency or
the office of a state, local or federal legislator
required.Healthcare industry experience preferred.Extensive
experience and understanding of state, federal and local public
policy and legislative process.Ability to accurately to accurately
identify, analyze, and communicate legislative, regulatory and
policy issues.Ability to identify and build strategic relationships
with key government leaders, policy makers, industry and community
leaders and other stakeholders.Outstanding public speaking and
engagement skills.Experience in formulating policies, developing
strategies and recommendations on issues and/or
legislation.Professional CompetenciesProven leadership skills,
including ability to think and plan strategicallyExcellent written
and verbal communicationStrong project management
skillsInterpersonal skills, with a demonstrated record doing
high-level legislative strategyAbility to collaborate under varying
