Job Description:

Minimum Qualifications A Bachelor's degree in a related field and three years of experience providing direct patient/client services in a health, human service or community-based organization; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of such experience. The experience may include communicable disease, mental health, or alcohol/substance abuse counseling. School health offices are considered an institutional setting and health care providers, such as private physician's offices are considered health care settings; AND/OR performing oversight activities in a health regulatory organization to determine compliance with appropriate laws, rules or regulations; AND/OR performing responsibilities as a registered nurse; AND/OR conducting epidemiological research including assisting data collection, conducting patient interviews, abstracting medical records, participating in study design, and developing questionnaires AND/OR data analysis. Research must have involved the study of incidence, spread, AND/OR control of communicable or chronic diseases. Laboratory bench research will not be considered qualifying experience. One year of the qualifying experience must include program management and/or supervision of staff. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access. Executive Order 14042 requires covered Federal Contractors, including HRI, to ensure that all employees are fully vaccinated against COVID-19. Employees must be fully vaccinated, unless approved for a religious or medical exemption. Preferred Qualifications Registered Nurse; at least one year experience in program management and evaluation. Work experience with HCV and HCV testing. Experience working with health care systems; Experience with policy development. Experience providing technical assistance to providers. Experience engaging organizational leadership. Data management experience, including interpreting data. Experience planning and facilitating meetings. Responsibilities The Public Health Representative IV will coordinate activities to increase hepatitis C (HCV) testing in NYS. This will include monitoring the NYS HCV Testing Program, including recruitment and enrollment of programs, monitoring the distribution of HCV testing supplies and program evaluation. The Public Health Representative IV will work with health care systems, such as hospitals, drug treatment programs and community health centers, to formulate HCV/HIV testing policies and practices. The incumbent will coordinate appropriate activities related to the implementation of NYS Plan to Eliminate Hepatitis C, NYS Plan to End the Epidemic (ETE), and contribute to appropriate duties related to the NYS Viral Hepatitis Strategic Plan and other emerging needs. Other appropriate related duties as assigned. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
