Job Description:
Minimum Qualifications
A Bachelor's degree in a related field and four years of experience
in the administration of personnel, fiscal, or other related
operational activity; OR an Associate's degree in a related field
and six years of such experience; OR eight years of such
experience. At least two years of experience must have included
supervision of staff and/or program management. A Master's degree
in a related field may substitute for one year of experience in the
administration of personnel, fiscal, or other related operational
activity.

This position requires that the incumbent will report to the
official work location and live within commuting distance to the

Preferred Qualifications
Master's degree in Public Health; Public Administration or related
field; at least five years of experience in a health, human
service, or community-based organization; at least 5 years of
experience managing state and/or federal budgets; at least 3 years
of experience working with personnel; at least 5 years of contract
management; at least 3 years providing technical assistance; at
least 3 years monitoring complex programs and/or services; at least
3 years supervising staff; at least 3 years utilizing NYSDOH AIDS
Institute internal processes (CMS, Grants Gateway, Grants
Solutions).
Responsibilities
The Health Program Administrator II is located in the Office of
Sexual Health and Epidemiology (OSHE) and will provide daily
oversight and coordination under the Sexual Health Education,
Research, Policy, Programming and Administration (SHERPPA) Unit.
The SHERPPA Unit within the OSHE provides leadership in STI and
other sexual health epidemiology, evaluation, education, research,
policy, programming, and Administration. OSHE is committed to
ensuring and promoting a sex positive approach, which includes
ensuring policies and programs are in place to support this vision.
The Health Program Administrator II will oversee the Administration
and Supportive Services section within the SHERPPA.
Responsibilities for the Health Program Administrator II will focus
on managing the day-to-day implementation and administrative
management of the Administration and Supportive Services Subunit;
administrative planning and implementation, decision making, and
resource allocation; Implementing program and contract management;
represent OSHE and the AIDS Institute; and supervising subunit
staff. Other related duties as assigned.
