Accountability Objective: The Vice President is responsible for the management of the program under the leadership and guidance of the Chief Program Officer. Supervises the Director of the department, PSA/Compliance officer and all activities, functions of the program; provides all reports; and maintains a respectful and supportive workplace environment. This position will comply with all federal, state and local laws and regulations, including those of ORR, ICE and the NYS Office of Children and Family Services. The VP reports to the Chief Program Officer.Essential Functions:--- Responsible for leadership and supervision of staff including coordinating and/or conducting staff training and development, hiring and selection of staff, performance evaluation, directing and assigning work, managing work environments, approving time cards and time off requests, and making recommendations for other personnel actions. Responsible for on call coverage.--- Ensure ongoing programmatic excellence.--- Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.--- Responsible to manage and reduce risk in area(s) of responsibility and to report it if it is outside of area(s) of responsibility or seek assistance when needed to resolve the matter. Assures health and safety risks are controlled or removed, and a safe and therapeutic environment exists.--- Responsible for ensuring process and program improvement and/or development by utilizing data driven output and/or information. Systematically monitors results against expectations and implements/recommends a corrective action plan where necessary including developing systems for tracking reports and other matters. Recommends and implements new programming or processes as identified.--- Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth.--- Demonstrate consistent quality of finance and administration, fundraising, communications and system's; recommend timelines and resources needed to achieve the program goals.--- Provides collaborative efforts with agency departments. Participates and initiates program development via grants and other funding stream options. Represents the program and/or Agency in marketing efforts as needed and/or assigned.--- Adheres to agency policies and procedures; promotes and supports agency mission, vision and values including participating in internal surveys and data collection for continuous improvement initiatives.--- Perform other duties as assigned.Core Competencies (Knowledge, Skills & Abilities):--- Demonstrated ability to build and maintain collaborative working relationships with internal and external departments and/or stakeholders. Demonstrated leadership and supervisory skills including ability to manage 24x7 operations.--- Ability to manage and implement change and continuous improvement initiatives. Significantly demonstrated project management skills.--- Strong decision making, organizational and communication skills including attention to detail, oral and written communication skills, and listening and training skills.--- Exceptional time management and strategic thinking skills.--- Demonstrated knowledge of relevant federal and state regulations pertaining to operation of programs offered. Must keep current and up-to-date on required paperwork and documentation.--- Demonstrated computer literacy including but not limited to MS Office suite and other database systems.--- Demonstrated ability to handle confidential and sensitive information with extreme discretion, demonstrated knowledge of HIPAA regulations.--- Must have a valid driver's license and clean driving record.--- Must be able to work a flexible schedule including nights and weekends as needed.--- Ability to work with economically and culturally diverse population.Job Requirements:Education & Work Experience Requirements:--- Master's degree strongly preferred in social work, psychology, or other relevant behavioral science.--- 5 years of progressive employment experience with a social services or childcare agency organization preferred.--- Must have at least 5 years of supervisory experience. Supervisory experience in a residential and foster board care programs preferred.--- Conversational in English/Spanish with excellent verbal and written communication skills.--- Working experience preferred with UAC, ORR and ICE.--- May be required to maintain First Aid/CPR and TCI certification. (Currently not required for VPs.)--- Must have a current, valid driver's license per Agency guidelines. Some travel may be required.
