Team:
Data Governance Lead
Raytheon's Enterprise Data Services (EDX) group is seeking a Data
Governance lead supporting Raytheon's focus on Digital Thread/Data
Strategy as part of our enterprise-wide Digital Transformation
initiative. This individual will support and lead Data Governance
at EDX; partner with colleagues within the EDX and across RTX
businesses, ES and Corporate to help shape, define and deliver Data
Governance associated to EDX products and RTX wide initiatives;
ensure successful adoption and continued collaboration. The EDX
Data Governance Lead is an enthusiastic champion of data
governance, offering BU's consulting, adoption methods, training,
and assistance to ensure their strategic and high-value projects
leverage data governance, driving adoption and value for RTX.
EDX's Data Governance Lead will help customers (RTX BU's) transform
their organizations by leading organization- wide governance and
will have responsibility for improving the quality and managing the
protection of sensitive data and information assets. The position
will focus on establishing and ensuring adherence to an enterprise
data governance framework for data policies, standards, and
practices, both at the department and Business and Functional areas
level, to achieve the required level of consistency, quality, and
protection to meet overall business needs. This individual will
serve as a point of escalation for governance, data quality and
protection issues and will work closely with Business and
Functional area leadership to improve the quality and value of core
data assets, respond to regulatory protection requirements as well
as support the strategic requirements of the department.
Acting as a trusted advisor by working with BU customers to
understand their data strategy and governance requirements, this
individual will work to recommend best practices and organizational
changes with the focus on accelerating customers' adoption of the
EDX data governance recommended approach.
Role Responsibilities:
Partner with BUs to understand strategic priorities to help shape
the Data Governance roadmap.
Develop and govern an enterprise data governance implementation
roadmap including strategic priorities.
Roll out an enterprise- wide data governance framework, with a
focus on improvement of data quality and the protection of
sensitive data through either establishing or modifying
organization's culture, policies and standards, principles,
governance metrics, processes, related tools, and data
architecture.
Define roles and responsibilities related to data governance and
ensure clear accountability for ownership and stewardship of the
company's principal data assets.
Serve as a liaison between Business and Functional areas and
technology to ensure that data related business requirements for
protecting sensitive data are clearly defined, communicated, and
well understood which is considered as part of operational
prioritization and planning.
Develop and maintain inventory of the enterprise information maps,
including authoritative systems, and owners.
Facilitate the development and implementation of data quality
standards, data protection standards and adoption requirements
across the enterprise.
Define indicators of performance and quality metrics and ensure
compliance with data related policies, standards, roles and
responsibilities, and adoption requirements.
Lead Senior Management by comprising resources from the Business
and Functional areas with IT business and operations functions to
achieve their objectives.
Resolve issues escalated from Business and Functional areas data
governance representatives.
Provide technical guidance and education to BU's including
regarding data governance best practices.
Liaise closely with EDX Platform team to ensure that governance
requirements are prioritized into the roadmap.
Collaborate within the EDX team to provide progress reports to EDX
SLT and BU and Corporate Data Board management.
Coordinate external data sources to eliminate redundancy and
streamline the expense related to those services.
Identify new business opportunities pertaining to the use of data
assets to achieve efficiency and effectiveness in the marketplace
and represent data as a strategic business asset at the Senior
Management table.
Basic Qualifications:
Minimum of 12 years of experience in a major services organization
with large-scale data or project management and oversight
experience.
5-6 years in a senior management role with Board level change or
transformation leadership experience.
Knowledge of and experience leading data quality and data
protection management practices in an organization.
Knowledge of data governance practices, business and technology
issues related to management of enterprise information assets and
approaches related to data protection.
Knowledge of data related government regulatory requirements and
emerging trends and issues.
Demonstrated consulting skills with change management concepts and
strategies including communication, culture change, and performance
measurement system design.
Knowledge of risk data architecture and technology solutions.
Internally and externally recognized subject matter expert that
influence the way things are done.
Experience in data/ BI analytics, large-scale database
technologies, data ingestion, processing, cloud- based
infrastructure platforms (AWS, Azure).
Experience with data analysis especially using Tableau, Qlik,
PowerBI tools.
US Citizenship is required for this role.

Requires deep management and leadership knowledge to lead
cross-department project teams or manage across multiple related
departments.
Typically requires:
A University Degree or equivalent experience and minimum 12 years
prior relevant experience, or An Advanced Degree in a related field
and minimum 10 years' experience.
Engineering/Other Technical Positions:
Typically requires a degree in Science, Technology, Engineering or
Mathematics (STEM) and a minimum of 12 years of prior relevant
experience unless prohibited by local laws/regulations.
The salary range for this role is 139,000 USD - 277,000 USD;
however, Raytheon Technologies considers several factors when
extending an offer, including but not limited to, the role and
associated responsibilities, a candidate's work experience,
education/training, and key skills.
