Summary The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Ben--t Laboratories) collocated with a manufacturing facility (Arsenal). Responsibilities Responsible for the control and coordination of all required actions to support the successful operation and management of the Defense Travel System (DTA) for over 750 employees. Assist Defense Travel System (DTA) users to resolve various travel issues. Perform work involving a variety of civilian payroll transactions such as, overtime, shift differentials, special rates, severance pay, travel status and weekend/holiday pay. Respond to employee inquiries concerning various pay issues by answering questions regarding time, pay and leave entitlements. Utilize automated system software to perform various accounting postings and reconciliations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. At the GS-08 Level: One year of specialized experience which includes: (1) Processing various actions in financial management, personnel, and payroll systems; (2) Researching and resolving various pay, leave and/or deduction problems; and (3) Reviewing travel documents/vouchers for accuracy and compliance with travel policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). At the GS-09 Level: One year of specialized experience which includes: (1) Processing various actions in financial management, personnel, and payroll systems; (2) Researching and resolving various pay, leave and/or deduction problems; (3) Reviewing travel documents/vouchers for accuracy and compliance with travel policies; and (4) Compiling and analyzing data from a variety of sources to provide detailed financial/labor reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). You will be evaluated on the basis of your level of competency in the following areas: Accounting OperationsCommunicationsConcepts, Policies, and Principles of AccountingFundamentals and Operations of Accounting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial period may be required. Direct deposit of pay is required. This position requires you to obtain and maintain a secret level security clearance. This position requires overnight business travel up to 5% of the time. If made permanent, completion of the Department of Defense (DoD) Financial Management (FM) Certification Program Level 1 and 2 is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
